North American drawings: keep the drawing's original units. Identify inches or millimeters, flow in GPM or m³/h, and pressure difference in psi, bar or kPa. Mark the complete pipe thread or flange standard where relevant.

A replacement screening drum is not a complete screening machine. State separately if the project also needs drive, frame, spray system or controls.

Yes. Send the machine reference and the existing drum drawing or measured interfaces. Any proposed fit is confirmed against an approved drawing before an order is agreed.
Is a 24-inch drum a standard stocked size?
No standard stock size is stated here. The 24-inch example in the reference material belongs to another manufacturer; your required dimensions need a separate review.
How should I specify the flow direction?
Identify whether feed is outside or inside the drum and mark the screening face, direction of rotation and solids discharge on the drawing.
What determines the quotation and lead time?
The screen geometry, slot, material, rotating interfaces, inspection requirements and quantity are reviewed first. Price, packing and delivery timing are then stated in the quotation.
